Hoboken Anti-Flooding Meeting Set For Monday Via Zoom

The meeting concerns initial construction on the $230M federal project to help keep Hoboken from flooding during storm surges.

HOBOKEN, NJ — Hoboken residents can attend a virtual community meeting Monday night to discuss the early stages of construction on the $230 million federal Rebuild by Design anti-flooding project in the city. The northern stage of the project will begin this week with the construction of sewer improvements in the areas of Hudson Street between Fifteenth and Fourteenth streets.

The meeting will take place Monday at 7 p.m. (instructions to join are at the end of this story.)

The DEP will be separating portions of the existing combined sewer system into separate sanitary and stormwater lines.

This below-ground work will help prevent storm surge from the Hudson River from penetrating the city through the sewer system, once the above-ground protection (Resist structure) is constructed.

This work is a first step in preparing the city for construction of the Resist structure in Hoboken, which will protect from storm surge and begin construction next year.

Traffic And Parking Changes

The sewer modification work will necessitate a temporary road closure of Hudson Street between Fourteenth and Fifteenth streets from July 21 through Aug. 31.

Local traffic and deliveries including garage access for residents will be maintained during this time. Sidewalks will remain open to pedestrians throughout the duration of the project.

The community will be advised of any temporary parking changes via No-Parking signs at least 3 days in advance. No work will be occurring on Monday.

Project Background From The City

The city notes, "The Rebuild By Design-Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge."

"The upcoming portion of construction addresses the separation of stormwater structures from the combined sewer system outside of the Resist structure. This project will consist of a new storm sewer system, with portions of the existing NHSA combined sewer inlets set to be disconnected and manholes to be sealed and lined. Separation of the stormwater system in the exterior areas will prevent tidal surge backflow into the combined system that could cause flooding on the interior side of the line of protection created by the Resist Structure, once constructed. Stormwater collected in the SSM separated area will gravity flow into the Hudson River."

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild By Design Hudson River Project.
