AccuWeather Chief Meteorologist Elliot Abrams, on the agency’s’ website, said the initial slow-moving nature of Bill will be an exacerbating factor with long-lasting rain and repeating showers and thunderstorms.

“Any place along the path of Bill to the Atlantic Coast will be at risk for street flooding, rapid rises along small streams, travel delays and disruptions to outdoor activities even though the forward speed of the storm will increase,” Abrams said on the site.
