2 From Lacey, Waretown Man Found With Heroin In Jackson: Police
All three were charged with intent to distribute heroin, and the driver appeared to be under the influence, police said.
JACKSON, NJ — Two Lacey residents and a Waretown man were charged Wednesday with intent to distribute heroin in Jackson, police said. Authorities pulled over their vehicle after it went more than 25 mph over the speed limit, and the driver appeared intoxicated, according to police.
Police arrested the driver and found in the vehicle a large quantity of heroin — known as a brick — and hypodermic syringes, authorities said. The other two people in the 2005 Chevy were also arrested at this time.
When officials took them to police headquarters, they also found two uncapped hypodermic syringes in Stephanie Hoover's clothing, according to police.

Authorities also said they recovered tools from the vehicle suspected of being stolen. The vehicle was seized pending further investigation and forfeiture proceedings.
Joseph Hoover, 33, of Forked River, was charged with possession of heroin, possession of heroin with intent to distribute, driving under the influence of a controlled dangerous substance, possession of drug paraphernalia, drug possession while operating a vehicle and other motor vehicle violations.

Stephanie Hoover, 36, of Forked River, was charged with possession of heroin, possession of heroin with intent to distribute and possession of drug paraphernalia.
Joseph Witty, 37, of Waretown, was charged with possession of heroin and possession of heroin with intent to distribute.
All three were released pending future court appearances.
