No one in the general public knew about the newly-created $115,000 job of “division director” of the Ocean County Corrections Department that Freeholder John P. Kelly created.

But Michael J. Fromosky - a retired lieutenant in the New Jersey State Police - knew. Fromosky is married to Kelly’s step-niece, Deborah Fromosky, according to the Asbury Park Press.

And Fromosky got the job. The Board of Freeholders in February unanimously appointed Fromosky to the position.

Fromosky already has an annual police pension of $87,524. His new job will jack his annual income up to $202,524.

Before he proposed Fromosky for the position, Kelly asked County Counsel John C. Sahradnik for an opinion on the any potential conflicts of interest.

Sahradnik told Kelly there was no conflict because Deborah Fromosky is not a legal relative of Kelly’s. Her mother was married to Kelly’s brother, who is deceased. Kelly’s brother - Fromosky’s stepfather - never legally adopted Fromosky, so there are no family ties, Block told app.com.
