Lacey Police Blotter, Jan. 28-Feb. 6

Lacey Township police reported two arrests on charges of driving while impaired, an attempted shoplifting and a fire.

LACEY, NJ — Lacey Township police reported following events from Jan. 28 to Feb. 6:

Winter Storm Response: From Jan. 28-Jan. 30, officers handled numerous winter storm-related calls assisting motorists and Lacey residents.

Jan. 28: Fire without Permit. Officer Emmett responded to Biagio's Restaurant, 509 Route 9 North, Lanoka Harbor, for a report of heavy smoke coming from the rear of the building. Officers found wooden pallets burning behind the building, and the Lanoka Harbor Fire Department extinguished the flames. It was later determined that Randy Rizzolo, 28, of South Main Street, Forked River, was responsible for the fire. Ocean County Fire Marshals determined that the fire was not set maliciously. Rizzolo was issued a Special Complaint Summons for Fires without a Permit.

Jan. 31: Shoplifting. Officers responded to Walmart, for a report of a male shoplifter in custody. Michael Dolan, 40, of Brick Township, was arrested on a charge of shoplifting and an arrest warrant for $2,000 from Washington Township was discovered. Dolan was later taken to the Ocean County Jail.

Feb. 2: Defiant Trespass/Warrants. Officers responded to the area behind the Towne Square, 1 Lacey Road, for a report of a man believed to be dumpster diving. Officer Hutman saw Moses Sutton, 28, who matched the description provided, and learned Sutton had three outstanding warrants: from Lacey Township ($2,500), from Barnegat Township ($1,500), and from Pine Beach ($1,500). Sutton was arrested, unable to post bail, and subsequently taken to Ocean County Jail.

Feb. 3: Attempted Shoplifting. Officer Matthew D’Antonio responded to Walmart in reference to an attempted theft. Loss Prevention reported an adult male tried to leave the store with items valued at $300 after avoiding the registers. When approached, the man, described as a white male with facial tattoos, dropped the items and ran. Video surveillance is being used to identify hum.

Feb. 4: Arrest. Officers Martin Julian and Randolph Plis were dispatched to Wawa, Lanoka Harbor, at 11:45 p.m. for a suspicious male. They found the man locked in a bathroom stall. Investigation revealed the man, who identified himself as Joshua Phillips of Atlantic City, was in possession of narcotics and drug paraphernalia. During his arrest, officers located multiple credit cards belonging to others. At headquarters, officers learned his identity was Joseph Allen, 41, who had an outstanding $25,000 warrant. Allen was charged with possession of heroin, possession of drug paraphernalia, theft of credit cards, and hindering his own apprehension. He was taken to the Ocean County Jail.

Feb. 5: DWI. Police responded to a crash at the intersection of Lacey Road and Manchester Avenue at 1:10 p.m.. and Jo A. Seay-Seuffert, 65, was under the influence. She was charged with DWI and reckless driving and released pending a court appearance.

Feb. 6: DWI. Lacey police received a call at 5:25 p.m. from Berkeley police about a possible intoxicated driver. The driver was reportedly sleeping at a traffic light prior to proceeding south into Lacey. Officer Dylan Emmett located the driver, Kathina Morgan, who was determined under the influence of alcohol or narcotics. Morgan was released after being issued summonses for DWI and reckless driving.
