In a nutshell, late winter. Just as you would buy a grill in winter or a snow blower in summer to save money when not in peak demand, the same goes for vinyl pool liners. Waiting till summer means the price goes up and you will have a heck of a time trying to find someone to come out and replace your liner due to crazy busy schedules.
Therefore, it’s best to get in touch with your pool company in late winter, usually about February. They can’t actually replace the liner till spring, but at least you’re on their schedule and they can order it now. Late winter is when pool installers are not very busy. They are likely low on money by now, using up most or all of their funds from work during the previous summer. They may be eager to book a deal now. This is good for you: don’t be afraid to ask for perks, such as free water storage or a few hundred dollars off the job. You’re more likely to get a deal now than waiting till the height of the summer. You may even get a better deal if you tell your pool company you’ll pay in cash or you’re willing to put down a large initial deposit. The goal is to get a contract signed.

Best Time for Pool Liner Install?
Most pool liner installers will wait until the days are sunny and warmer, usually over 70 degrees, in April and May. If your pool is empty, get an earlier date. If it’s full, get a later install appointment. In late spring, it’s finally warm enough for your pool professionals to set up the vacuums, seal the pool frame and get the best liner adhesion possible. Cold air doesn’t work well with vinyl liner adhesion.
If you’re having a hard time getting an appointment in spring, your next best bet is to get it done right before pool season. By having this done in late May or early June, you could conceivably get your new liner replaced just in time to use it as the summer hits. In a nutshell, the earlier you install your liner, the quicker it will go. Consider that it takes a few days to a week to get this completed in the off season, yet up to three weeks at the height of the season.
