1. First of all, you'll need a Baofeng Programming Cable, which you can currently get at Amazon for around $5.00 more or less.

2. Plug the cable into your Windows PC, and then into the radio's Mic/Speaker Jack.

3. You'll need software called CHIRP. You can search for it on Google, or get it here: http://chirp.danplanet.com/pro...

4. Once the radio is plugged in, power it ON.

5. Open up CHIRP, and then click "Radio" on the top toolbar. From there, click "Download from Radio".

6. A menu should pop up. Select your model, and click "OK".

7. You should now see a chart with a lot of frequencies. Edit them and input the Livingston Frequencies: LPD: 154.755, Livingston Detectives: 159.000

8. Done. WARNING: Do not EVER push the PTT button to try and talk to the police. Doing so can interrupt the communications for the police.
