Drug Arrest On Park Avenue: Madison Police

Carlis J. Ragland IV was charged with posession after a motor vehicle stop.

MADISON, NJ - A 19-year-old Morristown man was arrested and charged with possession after a motor vehicle stop on March 13, according to the Madison Police Department.

According to authorities, Patrolman Kyle McDermott stopped Carlis J. Ragland IV's vehicle on Park Avenue for an equipment violation.

Upon speaking with Ragland, McDermott observed signs of drug use in plain view, police said. After a
brief investigation, Ragland was found to be in possession of a quantity of suspected marijuana
and various items of drug paraphernalia, police said.

Ragland was arrested and charged with possession of marijuana under 50 grams and possession of drug paraphernalia, both being disorderly person’s offenses, police said. Ragland was later released pending his Madison Municipal Court appearance.
