Prior to the ceremony, the Middletown Township Fire Department will raise a large American flag as a bagpiper plays patriotic music. The service will begin with U.S. Naval Weapons Station Earle Color Guard presenting the colors, followed by a wreath-laying. Middletown Township Fire Chief Bernie Chenoweth will then toll a bell 37 times in memory of the 37 Middletown residents killed that day.

The final toll will initiate a silent candlelit procession through the World Trade Center Memorial Gardens.

The Middletown Survivor Tree is a descendant of the 9/11 Memorial Survivor Tree that endured the World Trade Center terror attacks, and it will be on public display for the first time at the ceremony. It was donated by NYC Parks in May 2022. It is the first clone produced from a cutting of the original tree that was given to a municipality outside of New York City.
