November 18, 2019 Middletown Township Committee Meeting

Two proclamations were read into the record, one to proclaim December 2019 as National Impaired Driving Prevention Month in Middletown and the other was to proclaim December 7, 2019 as Pearl Harbor Remembrance Day in Middletown.

Two ordinances had public hearings before they were adopted unanimously. One was to make the intersection of Cooper and Bowne Roads a 4-way stop intersection. The other ordinance was to prohibit parking on Overton Drive.
Seven ordinances were introduced and all will have public hearings at the Monday, December 2 workshop meeting. These ordinances are:
- 2019-3271 to grant an easement on township property to
allow Contract 4 of the Pt. Monmouth Hurricane and Storm
Damage Reduction Project, being worked on by the Army
Corps of Engineers, to continue.
- 2019-3272 to grant an easement on township property to
allow Contract 5 of the Pt. Monmouth Hurricane and Storm
Damage Reduction Project, being worked on by the Army
Corps of Engineers, to continue.
- 2019-3273 To approve the Ideal Beach Settlement and
Acquisition
- 2019-3274 To authorize and easement swap – Mark
Middletown
- 2019-3275 To borrow $119K for various capital
improvements
- 2019-3276 To borrow $1.153M for other capital
improvements
- 2019-3277 To borrow 5.145M to install artificial turf fields at
Normandy Park

A number of resolutions were also adopted. Some of them are:
- to extend the shared services agreement with the county to
continue using land by the ferry to
compost leaves
- to extend the county agreement to continue the SCAT program
- to extend the shared service agreement with the county to utilize
their records management
imaging system
- to amend the CDBG annual action plan
- to accept the Governor’s Council On Alcoholism and Drug Abuse
Grant for July 202 thru June 2025
- to purchase 8 Police interceptor vehicles and a Ford F150
pick-up truck for the Police Dept.
- to purchase a 202 Chevrolet Suburban for the Fire Dept.
- to purchase a pumper fire apparatus for the Community Fire Dept.
- to cancel tax bills for property now owned by the Township due to tax foreclosures
- to cancel some Community Development Mortgages
- to pay the bills of the Township

A group of residents from the Overton Drive area came to support the no parking ordinance, but none of them spoke.
A woman from the Hartshorne Road area expressed concerns about the lack of interest exhibited by the County Freeholders regarding the traffic and safety of the public with the Portland Place Development they are spearheading. The Mayor assured her that the Township will, now, be informed of any other developments that arise from this project.
Another resident, from the Overton Drive, area spoke about comments made by one of the candidates in the past election and how everyone needs to support law enforcement.
