Millburn Business Administrator Tim Gordon told Patch that the helicopter is conducting traffic counts and monitoring of Millburn Avenue in an attempt to find out how many commuters are only using the road as a “cut through” as opposed to a destination.

“We know the [traffic] count,” Gordon said. “What we want to find out is how many people are staying in town and how many are leaving.”
