Kerwien pursued the vehicle but had to stop due to safety concerns, police said. Police in New Jersey must adhere to specific guidelines when chasing a car, although some restrictions were eased last year, after being tightened.
The incident remains under investigation by the Millburn Police Detective Bureau.
