Pennrose Site To Be Discussed At Monday Night's Council Meeting
The Planning Board will hold a special meeting to hear the preliminary site plans the following week.

MOORESTOWN, NJ — Moorestown Council will meet in closed session to discuss litigation related to affordable housing before Monday night’s council meeting, township officials announced on Friday. As a result, the regularly scheduled workshop portion of the meeting is canceled. The closed session will begin at 7 p.m.
The official action meeting in the regular council chambers at town hall, 111 West Second Street, will begin at 7:30 p.m. During the official action meeting, Moorestown Council will consider entering into an agreement with Moorestown Urban Renewal Associates, LLC for the property located at 160 Route 38 West.
The project includes 75 affordable housing units and one superintendent's unit. The proposal includes internal roadways, associated parking, stormwater management measures, and associated grading in the AMF-1 Affordable Multi-family District.

The project is of interest to residents who have been served notice that the developer is looking to have a restrictive covenant invalidated so it can begin work on the project. The Planning Board previously announced it would hold a special meeting to hear the preliminary site plans for the proposal on June 18.
Monday night's proposal is an introduction and first reading. In matters in which developments are being considered, the issue is then referred to the Planning Board before returning to council for a public hearing and final vote.

On June 11, Moorestown Council will consider a proposal on introduction to amend the ordinance concerning peddling, solicitation and transient vendors.
Transient vendors will be required to apply for eligibility to the chief of police at least 20 days before beginning to conduct business. The police department will conduct a thorough investigation of transient vendors and anyone working with them.
Anyone who has been convicted of a crime or a misdemeanor involving a crime of moral turpitude (including but not limited to crimes involving fraudulent activities); has previously violated this specific ordinance; or has made a material misstatement on the application, shall be deemed ineligible to be issued a transient vendor permit.
The application for eligibility will carry a $75 application fee. If approved, eligibility will only be valid for one year. Anyone who is deemed eligible will receive a permit good for 30 days. The first permit does not cost extra. However, additional 30-day permits will be $10 each, with a total of 12 permits possible over the one-year span of eligibility.
Anyone who is approved and obtains 11 additional permits would pay $110. A one-year permit will also be available for the same $110 fee. No permit will be approved beyond the final date of eligibility granted.
Ice cream truck vendors may conduct business in the township from 9 a.m. until sunset, prevailing time, Monday through Sunday. Any other transient vendor may conduct business in the township from 9 a.m. to 5 p.m., prevailing time, Monday through Saturday. Any transient vendor seeking exception to this section shall request approval by the Township Manager.
There will also be public hearings and final votes on three other proposals during Monday night’s meeting.
One proposed ordinance would set aside $2,500,000, including $2,375,000 to be borrowed in bonds or notes, for the 2018 Roads Resurfacing Program.
Another proposes setting aside $725,000, including $451,250 to be borrowed in bonds or notes, for the resurfacing of Garwood Road.
The final proposal calls for the creation of a Parking Enforcement Officer in Moorestown. The officer would make between $14 and $22 per hour.
The following consent agenda items will also be considered:
- 118-2018 Authorizing the Purchase of Four (4) New 2018 Dodge Journey Vehicles Under State Contract for the Department of Community Development in the Total Amount of $77,296.00
- 119-2018 Awarding a Contract to MJF Electrical Contracting, Inc. for ACME Pump Station Generator Replacement in the Amount of $50,540.00
- 120-2018 Resolution Authorizing a Shared Services Agreement Between the Township of Moorestown and the Township of Woodland for IT Services
- 121-2018 Authorizing Contract Change Order No. 2 in the Amount of $65,958.50 in Connection with the 2017 Overlay Project
