Kenney Sworn In For New Term As Essex County Surrogate
A community leader with Newark roots kicked off a new term as surrogate for Essex County. Here's what his duties are.

ESSEX COUNTY, NJ — A community leader with Newark roots has officially kicked off a new term as Essex County surrogate.
Alturrick Kenney was sworn in for a second term as surrogate earlier this month. Surrounded by friends and family, the Democratic Party member extended a “heartfelt thanks” to the people who voted for him – of which there were 69,117.
“I’m immensely grateful to continue fulfilling my passion for public service, so I don’t take your decision lightly,” Kenney said, taking his oath of office.

Kenney has served in multiple roles during his more than 20 years of public service, including as a deputy mayor of the City of Newark, a member of the Newark Public Schools Advisory Board, a manager for Port Activities and Business Development on behalf of the City of Newark, and chair of The Port Oversight Committee.
The duties of the Essex County Surrogate’s Office include probating wills, appointing administrators for those who die without a will of estates, qualifying trustees, and qualifying guardians of incapacitated persons. The surrogate's court is also the custodian of minors’ funds until the minor turns 18 years of age, when they either receive the proceeds from a lawsuit or are named as a beneficiary of an insurance policy or in a will.

According to a news release, the Kenney administration placed a significant emphasis on connecting with residents last year – particularly seniors – by creating and sharing free informational videos, participating in senior events, facilitating family adoptions, offering guidance on estate planning, and educating residents about the advantages of having a living will.
Kenney’s administration has maintained that the department is nearly entirely self-sufficient. In 2022, the revenue generated from the Essex County Surrogate’s Court’s tools covered 92 percent of its annual budget.
