The new law classifies electric bicycles into three categories.

Tier 1: Low-Speed E-Bikes:
Pedal-assist bicycles with a top speed of 20 mph require an e-bike license and license plate. Riders must be at least 15 years old, helmets are required for all riders, and insurance is not required.

Tier 2: Motorized Bicycles:
Bicycles equipped with a throttle and capable of speeds up to 28 mph require registration, a license and license plate, along with mandatory insurance. Riders must hold a standard driver's license, be at least 17 years old, and wear a helmet.

Tier 3: Electric Motorized Bicycles (E-Motorcycles):
Higher-powered electric motorcycles with 750 watts or more are classified as motorcycles. Riders must have a motorcycle endorsement, register and insure the vehicle, wear a New Jersey Department of Transportation-approved motorcycle helmet, and operate vehicles equipped with required motorcycle lighting.

Officials encourage residents to review the updated regulations before riding to ensure they meet all licensing, safety and equipment requirements. Additional information is available through the New Jersey Motor Vehicle Commission's e-bike guidance.
