"She begged" The Courts

Why do the courts not appoint domestic violence experts to verify that a person is a victim of it. Obviously the courts cannot make the right judgement call. Their needs to be a domestic violence department that can assess each case and determine the risk and if a person needs to safely get away from their partner then their needs to be a plan put in place. How do we know that the judge is not an abuser?
