Joseph John Goggin, 90, died Tuesday in his home in Toms River.
He was born in Lyndhurst and lived in Paramus 42 years before moving to Toms River in 1994. While he lived in Paramus, Goggin served as a councilman, planning board member, police and fire commissioner.
Goggin's son Brian is a captain in the Paramus Police Department.
