Cannabis Sale Licensing Regulations Peeled Back In Parsippany

The move disrupted the plans of at least one potential cannabis retailer in Parsippany.

PARSIPPANY, NJ — Parsippany officials have passed a resolution that peels back cannabis sale regulations authorized by the previous administration.

On Tuesday, the Parsippany council passed an ordinance that reverted Ordinance 2025-221, which allowed for a Class 5 Recreational Dispensary License.

A Class 5 Recreational Cannabis Dispensary License allows businesses to purchase, possess, and sell cannabis items directly to adult consumers in a retail store.

The ordinance passed this week now only allows for a Class 3 Recreational Cannabis Dispensary License in Parsippany.

A Class 3 license is essentially a Cannabis Wholesaler license, allowing businesses in Parsippany to purchase, store, and sell bulk cannabis and cannabis products to other cannabis distributors, including non-local retailers.

The move disrupted the attempt of at least one organization, Cypher Dispensary LLC, to become a Class 5 license holder and therefore a retailer in Parsippany. The previous administration unanimously approved the class 5 licensing for Cypher just days before the current administration was sworn in.
