Open Space Rip-Off Town Not adhering to Original Intent. This while other valuable natural resources go unprotected?

How did Westbrook "farms" which it is not, get on the open space inventory, by being historic, or having natural resource assets?

Westbrook Property not on any List Its Purchase will further Drain Open Space Funding.Westbrook Farms does not meet criteria for open space nor is on any list of historic or natural resource value. In order to increase the amount of preserved land within the municipality, the open space and recreation plan recommends that Parsippany utilize a diverse inventory of lands to begin to prioritize properties for acquisition the inventory includes:
1. Agricultural land : 5.1 acres ( believe there remains none now).
2. Non-Improved Land with environmental constraints 537.18 acres
Waterview should apply here, Perhaps Block 136 Lot 43 to fall to more office space in a county with more vacant office space than anywhere. also because of the extensive wetlands harbored on the land, it could become an community environmentally constrained sub-zone rather than impervious surface for more potential empty office space.
3. Wildlife Preserves: Congratulations, you’ll most likely win lawsuit you could of avoided by regional master plan conformance.
4. Municipal Owned properties that are not part of the ROSI; Recreational Open Space Inventory
Morris County Heritage Commission in 1986 identified 290 historic and prehistoric sites in the Township. The township has only seven sites registered in the State and National Historic register. The study recommended more. It appears Parsippany is now making up their own inventory rather than sticking to the original. This amounts to violating the goals and objectives of open space. Parsippany has no natural resource inventory, and is not using the list of properties known to have historic significance. Please explain . It almost appears that want to drain our open space monies, as the Westbrook’s needed repairs including the dam will surely drain the open space funding under the amended ordinance of 2012 to balance the budget, so to balance the budget we drain the finances on property of no actual known original value to the historic register? Will the voices be heard and it needs to be explained how and why exactly the town came to the purchase without citizen participation plenty ahead of time. It our tax dollars. Please follow your own plans in the master plan, why is that so hard? In addition,Councilman dePierro, things don’t come on and off historic lists, as your attempt at an explanation how Westbrook got on the list of places for open space acquisition, June 9th does not hold water. It shows the casual disregard for the intended purpose of the Open Space Referendum.
