Rebuttal Letter to the Editor: Garbage Collection Issues May 10th
Sanitation Practices remain substandard due to many factors; first and foremost lack of producer responsibility on highest level.
On the ongoing work performance Parsippany sanitation/recycle, and residence duties and responsibilities
Spilling debris and leaving it. Not reporting ongoing address improper sanitation practices
This has been the norm for too long. What would it take; seconds for the worker to police the mess; but they don't! They're in a hurry. In a recent Parsippany Township Sanitation workers were "thanked" for keeping our town clean. No, they just take the tremendous amounts of trash two days a week. Sad many homeowners never retrieve their trash once it hits the streets. Again community is just a word. Sanitation employees need to report violations in recycling and chronic places of improper practices.
What a difference one Town to another May 12 S. Beverwyck to Reynolds Ave
This area had pick up today May 12th Tuesday. Home Trash Receptacles left in roadway, some with spilled trash.
When you cross over in Hanover on Reynolds Road that section of Hanover also has sanitation pickup same day; May 12, Tuesday. Every Home Trash Container was back on the homeowners property as should be. Why can't Parsippany Sanitation Crews do the same? It's a very simple task to perform; especially if supervision requires this as part of the responsibilities. . Amazing how no one reports these violations, including patrolling police cars; or sanitation crews. (No picture taken..Called Sanitation 11:00 no answer).

Observations Facts Parsippany vs. Hanover Whippany
1. Every Trash container in Hanover on Reynolds Ave May 12 has a lid attached to the receptacle
2. Every Receptacle was emptied and returned on the owners property
3. No spilled debris was observed left in common spaces
4. All Receptacles were stamped with the Municipal Insignia. Which seems to instill pride and discipline in the residents
5. The contrast between Parsippany S. Beverwyck and Hanover/Whippany Reynolds Ave on the same day pickup for trash was "outstanding" and obvious to any concerned observer. (Both adjoining sections of Parsippany and Hanover had sanitation services on that day 5/12/20). Parsippany had trash containers left in street, some rolling about with spilled trash; all were impeding traffic by extending unnecessarily into the roadway.
6. Parsippany's Poor History of Sanitation Management Practices continue; as the norm; both by residence and town workforce. No Pride in Parsippany here..

Description: Garbage bags dumped on side of road. Right on/ bridge over Troy Brook near Historic District Sign.
How it became the norm; why it will remain so.

What the Laws Says, and what is allowed contrary despite having enforcement officials
The Source Separation Law (began April 1987) (please see below) stipulates that mandated recyclables must be kept separate from trash at the point where they are generated, and must be recycled. That means that there should be a separate receptacle for recyclables (in addition to a receptacle for trash) in order to keep the recyclables separate from trash and to keep recyclables out of the landfill. In addition, each municipality has the ability to conduct inspections and fine those businesses (including stores at a mall) and residents who do not comply with the Source Separation Law!
According to N.J.A.C. 7:26A-1.3, “source separation” or “ source separated” means, the process by which recyclable materials are separated at the point of generation by the generator thereof, from solid waste for the purposes of recycling.
Parsippany for years had been using a recycling market that didn’t care about quality, which went bankrupt, and bad habits were developed in Parsippany where they accepted everything.
Has anything behaviors changed since this contractor? Think not; our tipping fees are almost $2 million dollars shared by all taxpayers whether they have good practices or not ,split this bill. Considering that recycling has amounted to a total failure overall; attest to the magnitude of the social and corporate irresponsibility.
There are things that can be done, but no one seems willing to try and make things better; as mother earth fills with plastics and other consumption waste, we merely move debris from one place to another; take the trash and leave the litter; rather taking seconds and minutes from our idle lives we instill no positive responsibility or meaningful simple actions into our life here in; community is just a word..
