Township Of Parsippany-Troy Hills: Public Hearing Announcement - Wildlife Preserves Administrative Transfer

PLEASE TAKE NOTICE that the Township of Parsippany-Troy Hills (the “Township”) has filed a request with the New Jersey Department of Environmental Protection, Green Acres Program under N.J.A.C. 7:36-25.5 proposing to transfer ownership of parkland from the Township of Parsippany-Troy Hills to Wildlife Preserves, Inc. (a qualified nonprofit organization under the Green Acres rules).   The parkland to be transferred – Block 765 Lot 66 and Lot 81.1 in the Township (collectively, the “Parcels”) - are part of the Troy Meadows nature preserve, consist of approximately 7.55 acres and 6.2 acres, respectively, and are subject to Green Acres restrictions as unfunded parkland.  The Green Acres restrictions on the Parcels will continue to run with the parkland in perpetuity by way of the recording of a conservation easement on the Parcels once Wildlife Preserves, Inc. assumes full ownership of the Parcels. 

PLEASE TAKE FURTHER NOTICE that following the proposed administrative transfer, Wildlife Preserves, Inc. intends to seek approval from NJDEP to include the Parcels into a  Wetlands Mitigation Bank. This proposal, which would require additional restrictions to be placed on the Parcels, constitutes a “change in use” under N.J.A.C. 7:36-25.6. Reasonable public access to the Parcels will be required following the proposed transfer, regardless of whether the Parcels are included in a Wetlands Mitigation Bank.

Pursuant to N.J.A.C. 7:36-25.5 and 25.6, a hearing to obtain public comment on the proposed administrative transfer and change in use will be held on: December 8, 2021 at 6:00 PM Eastern Time (US and Canada).

The public hearing on this application shall be held virtually via Zoom.  Members of the public will have the opportunity to attend the virtual hearing in its entirety and/or be heard (present objections, ask questions, provide comments or offer evidence) during the public portion of the hearing.
