Tree City Approves Forestry Director Under Opposition; Why?

Last nights 2/2/18 first Council Agenda Brought forth accusations of taxpayers waste and job creation by two council members; really how so?

Forester Director Job Filled, Causes Undue dissention in Tree City.

At last night’s first council agenda meeting under mayor Soriano’s administration a job position R2018-24, for Director Parks Forestry & Recreation director was announced. Again with a predetermined disposition and without justification or due diligence in reasoning, council members dePierro and Gragnani announced their opposition, alleging, “an unnecessary job had been created at taxpayers expense; more bureaucratic government waste”, as councilman dePierro put it, with councilwoman Gragnani parroting him in turn.
Under the Barberio administration the job position of forester director was never abolished, so how could a new job have been created? We must also ask why was the job not abolished, but not filled? The department of Parks and Forestry of which the department of recreation has always been a part of, has functioned without a forestry director, no doubt to balance the budget at the expense of this job function.

(Please notice the department has not been made into two separate entities but has maintained its wholeness, as one department. The official webpage has listed parks and forestry and recreation as separate all along, only for practical reasons).
The forestry and parks departments seem to have concentrated away from forestry into maintenance and custodial duties with our parks and ball fields. Their employees were commonly seen watering flowers on various streets or hanging flags and decorations, including working at Knoll Golf course. Forestry itself had taken a back seat. (Knoll had infected trees that needed to come down).
During past council meetings resident complaints of trees being removed without notification or explanation. Many trees removed were not replaced, or remediated to other areas for replanting.
At present in New Jersey and the entire northeast, various blights are killing indigenous trees caused by exotic invaders like the emerald ash borer. When these trees many large in size become diseased they can present a public safety hazard especially along roadways, near homes or in parks.
This to me would call for a priority of responsibility and importance over recreational missions as listed under Parsippany’s recreation department’s duties and responsibilities, it seems their function is to simply arrange things through use schedules and permits. It also seems evident that Parks & Forestry would do the real work of maintenance of the areas and any forestry aspects. (No matter the "recreation department" is a part of not apart from the Parks & Forestry).
If this new job of Forestry Director was say for example, a police position one can be sure no opposition would be encountered by the two here mentioned council members.

Let us add the now present changes in our environment concerning various tree blights especially the ash borer epidemic. The need for a qualified forester exists and this job position perhaps should never have been suspended but sought after more vigorously. It rather seems under Barberio/ Inglesino regime trees and remaining environmentally pleasing and sensitive landscapes were not a priority.
Please explain how this will costs taxpayers, as your contention was made public last night, council members of the No vote to R2018-24, the appointment of Michael Sifonias as director of Parks Forestry & Recreation by Mayor Soriano.
The already beginning opposition disposition leaves much to be desired. Are we or are we not Tree City; or is this some title we acquired from days gone by, collected like some High School Football trophy?
