Failure to dismiss RD with prejudice in court, when RD attorney promoted 666 housing units counter attacking after Council No Vote to waterview mall. Estoppel that precludes a party from taking a position in a case that is contrary to a position it has taken in earlier legal proceedings. RD attempted to supersede COAH itself while issue was pending in higher court. Here was opportunity to stop RD in their tracks or make it much, much harder, but easier for the open space, all 26+ acres to take place. (6). Never using conformance process available at time under RMP Parsippany began 2010, to implement checklist approach for Highlands review of the water landscape which would of most likely saved waterview because of its "environmentally constrained" resource features, in addition to our Master Plans goals and objectives. It is also a strong reason and incentive to return and complete regional conformance under Highlands Water Protection and Planning Act. (9). Trumped up and politically motivated attacks against Barberio's political opponent Paul Carifi by Inglesino disenfranchising an elected official in favor of Inglesino factor of control and access to our tax-dollars. (10) Political grandstanding; improper attacking and accusing Councilman Peluso of improper actions at public meeting without proof and in a rude manner, while at same time openly praising other council members who favor Inglesino. All this with approval of Mayor Barberio another Inglesino advocate. (11). Aurora scandal; starting with the phone calls to North korea. Taiwan, England from the sewer plant; to Captain Carifi investigation by said Aurora security that came up with Zero..note: Aurora had no license to operate offices England..

Public service is a public trust; employees must place loyalty to the Constitution, the laws, and ethical principles above private gain. We are not being served here in Parsippany in many ways.

Employees shall act impartially and not give preferential treatment to any private organization or individual.

Employees shall endeavor to avoid any actions creating the appearance that they are violating the law or the ethical standards set forth in the Standards of Ethical Conduct. Whether particular circumstances create an appearance that the law or these standards have been violated shall be determined from the perspective of a reasonable person with knowledge of the relevant facts.

Employees shall disclose waste, fraud, abuse, and corruption to appropriate authorities.

Employees shall not use public office for private gain.
