The change satisfies the library, which has grown tired of people coming in just to validate their parking in the garage, according to the report. Councilwoman Jenny Crumiller said extending the free parking period to an hour makes a lot of sense.

Town employees will recommend new fees over the next month, and fees will likely kick in at the beginning of next year, according to the report.
