Teaneck Man Failed To Register As A Sex Offender: Authorities

A Bergen County man faces 10 years in prison for failing to register as a sex offender, authorities announced.
Richard Joseph was convicted in federal court Wednesday for failing to register as a sex offender. He was required to register following a 2002 conviction of third-degree rape in New York, said U.S. Attorney Paul J. Fishman.
Joseph first registered as a sex offender in New York under the alias “Richard J. Beltre” in 2006, but when he was released in 2013, he failed to report for parole and a warrant was issued for his arrest, authorities said. He was arrested Oct. 11, 2013 after moving to Bergen County the previous month. He failed to register as a sex offender in New Jersey.

The Sex Offender Registration and Notification Act requires that all sex offenders register in each jurisdiction where they live.
Joseph, who is also known as “Joseph Richards” and “Aaron Joseph,” faces a maximum sentence of 10 years in prison and a $250,000 fine. Sentencing is scheduled for Oct. 29.
