Man Charged With Vehicular Homicide After Killing Bergen County Man

Troy Saucier, 24, struck and killed an Elmwood Park man while high on heroin, authorities said.

An Elmwood Park man died Friday after he was struck and killed by an SUV driven by a man who was under the influence of heroin, officials said.

Rasim Hida, 65, died after he was hit by an SUV Friday in front of Walgreens shortly after 6:40 p.m. in Elmwood Park, said Bergen County Prosecutor John L. Molinelli.

Elmwood Park police received a 911 that Hida had been struck while walking on the sidewalk in front of the store; he was transported to St. Joseph’s Regional Medical Center where he was pronounced dead, Molinelli said.

Members of the Elmwood Park Police Department and the Bergen County Prosecutor’s Office Fatal Accident Investigation Unit investigated the accident.

Police at the scene found Troy Saucier, 24, unresponsive in the 2003 Jeep Liberty he was driving, authorities said.

Police, believing Saucier was under the influence of heroin, revived him using Narcan, Molinelli said.

An investigation determined that Saucier struck Hida while under the influence of heroin, authorities said.

Saucier was charged with vehicular homicide, possession of a controlled dangerous substance, possession of drug paraphernalia, and being under the influence of a controlled dangerous substance.

Saucier was sent to the Bergen County Jail in lieu of $100,000 bail with no 10 percent option. He is scheduled to be arraigned Sept. 15 in Elmwood Park Municipal Court, Molinelli said.
