“Communities Not Cages” Protest Objects to Presence of ICE in Roseland Office Park

Roseland, NJ — April 23, 2026 — Hundreds of local residents in Western Essex County are expected to gather on Saturday, April 25th, from 11 am - 1 pm. Due to the robust response, the event has been moved to 75 Eisenhower Parkway (corner of Eisenhower Parkway & Eagle Rock Ave). This event is part of a National Day of Action with protests occurring around the country. Organized by NJ 11th for Change, a local Indivisible group, they will be protesting both:

(1) ICE’s leasing of office space at 5 Becker Farm Road, Roseland, to house ICE attorneys, ostensibly to aid in the processing of detained immigrants for deportation, &

(2) more generally, the acquisition by ICE & its private contractors of warehouses, both locally & countrywide, to house detainees during processing for deportation.

West Essex Indivisible is joining NJ 11th for Change in this protest.

The Problem
The Trump administration is pursuing a mass detention expansion at a massive scale. ICE is currently detaining more than 70,000 people & has stated plans to expand to 100,000. To get there, the Department of Homeland Security (DHS) has scouted or purchased approximately 23 warehouses nationwide, with individual facilities designed to hold between 1,500 & 10,000 people each. Trump’s MAGA allies in Congress funded this agenda with over $170 billion for DHS, including $45 billion specifically for detention expansion.

These are not facilities designed for people. They are former industrial buildings, built for storing products. They lack basic infrastructure required for human habitation: adequate water, sewer, ventilation, heating & cooling, & life-safety systems. They are purchased or fast-tracked in ways that bypass local land-use decisions & community input. Often they sit in working-class communities & communities of color already burdened by industrial activity.

The harms to surrounding communities are real. Detention facilities increase surveillance & enforcement in the neighborhoods around them. They strain local infrastructure, including roads, water
systems, & emergency services.

ICE’s existing detention system already has a well-documented history of neglect & abuse. In 2025 alone, 32 people died in ICE custody, the deadliest year the agency has seen in more than two decades. People died of seizures, heart failure, stroke, & respiratory failure. Families reported that their loved ones had asked for medical care & been ignored.

In addition, the leasing of office facilities to house ICE attorneys is equally repugnant. The same building that will house ICE attorneys also has tenants that serve residents of the community, including ethnic minorities & immigrants who will be intimidated by the presence of ICE personnel & the fear that they could be detained while visiting other tenants in the building.

Our Core Demands

These are the demands we are organizing around, for every community fighting a proposed or existing detention site.

1. Cancel the warehouse detention plan & stop every conversion immediately.

2. Reject all public funding, permits, & local resources that enable detention expansion.

3. Require full transparency & real community consent before any federal detention action moves forward.
