The Stouts Lane S-curve

This is an editorial about the problems with the Stouts Lane S-Curve in between Target and the High School.

The curve on Stouts Lane between the high school and Target is a dangerous place to be. Especially for the high school students who walk to Target after school for snacks or Starbucks. It is a common walking area for the people of the area and not concern for their safety seems to be taken.
Why is there no sidewalk on the curve or any shoulder to speak of for foot traffic? I understand that the stream in the area is protected by the environmental departments of government but even a dirt trail and wooden plank bridge would protect many people and not disturb the local ecology
As a high schooler with experience walking on the curve as well as biking it the danger of the curve and lack of action to create a solution is mystifying. I have been almost hit both on foot and on bike. Walking to Target on the curve I was almost clipped at no fault to the driver because of the blind curve and having nowhere to stand besides the road stripes on the side of the road. As a bike rider I have been on the curve and since cars moving much faster come around the corner without seeing me they come very close before slowing down. On Black Friday I have been followed by a car 10 feet behind me for the majority of the curve because of how fast he was going compared to my speed.
