Convicted Rapist From Teaneck Didn't Register As Sex Offender, Authorities Say

A Bergen County man was sentenced to three years in prison for failing to register as a sex offender when he moved to Teaneck more than two years ago, authorities announced Tuesday.
U.S. District Judge Susan D. Wigenton sentenced Richard joseph, 43, a tier three sex offender, to 36 months in Newark federal court Tuesday. Joseph was required to register as a sex offender when he moved to Teaneck in September 2013, U.S. Attorney Paul J. Fishman announced.
Joseph was convicted of rape in New York in 2002. He registered as a sex offender in New York using the alias “Richard J. Beltre” in 2006 and knew he had to re-register every time he moved, Fishman said.

When Joseph was released from the custody of the New York State Department Correctional Services in 2013, he failed to report to the New York Division of Parole and a warrant was issued for his arrest, Fishman said. Joseph was arrested Oct. 11, 2013 in Teaneck. He did not register as a sex offender in New Jersey after moving here.
The Sex Offender Registration and Notification Act requires that all sex offenders must register as such and keep that registration current in each jurisdiction they live.

Joseph went by several aliases, including “Richard Beltre,” “Joseph Richards,” and “Aaron Joseph,” authorities said.
In addition to the three-year sentence, Joseph was sentenced to three years of supervised release, Fishman said.
