Beachwood Trio, Toms River Woman Charged In Cocaine Bust, Prosecutor Says

The charges resulted after a nearly four-month investigation into drug distribution, the prosecutor said.

TOMS RIVER, NJ — Authorities seized more than 400 grams of cocaine and arrested Beachwood residents and a Toms River woman in connection with cocaine distribution in Ocean County, the Ocean County Prosecutor's Office said.

Ibn I. Moye, 34; Charles H. Warford, 67, and Amanda Vasquez, 32, and Hayley Parker, 34, of Toms River, were arrested Thursday following an investigation that began in October, Prosecutor Bradley D. Billhimer said.

Moye had been identified during the investigation as distributing cocaine in Ocean County, and on Thursday authorities conducting surveillance on Moye pulled him over in a black 2015 Chevrolet Impala on the Garden State Parkway at Exit 80 and his car was searched, the prosecutor's office said. Moye was arrested at the scene, the prosecutor's office said.

Authorities also searched Moye's home and a camper on his property, the prosecutor's office said.

Those searches led to the arrests of Warford, Vasquez and Parker, authorities said.

Authorities seized about 400 grams of cocaine and more than a half-ounce of methamphetamine, along with "packaging material indicative of illegal drug distribution," authorities said.

Moye was charged with possession of 5 ounces or more of cocaine with intent to distribute, possession of cocaine, tampering with evidence, and possession of drug paraphernalia. He is being held at the Ocean County Jail.

Warford was charged with possession of cocaine and possession of drug paraphernalia and he is being held at the Ocean County Jail.

Vasquez was charged with possession of cocaine with intent to distribute, possession of methamphetamine with intent to distribute, possession of cocaine, possession of methamphetamine, and possession of drug paraphernalia. She was taken to Ocean County Jail but released following a detention hearing.

Parker was charged with possession of cocaine and possession of drug paraphernalia and released with a summons.

The prosecutor's office Narcotics Strike Force, the FBI Safe Streets Task Force-Red Bank, Beachwood Police Department, South Toms River Police Department, and Ocean County Regional SWAT Team worked together on the investigation.
