Island Heights Man Held Sexual Video Chats With Adolescent Victims, Prosecutor Says

ISLAND HEIGHTS, NJ — An Island Heights man facing drug charges now has been charged with enticing two adolescents to send him sexually explicit videos, according to the Ocean County Prosecutor's Office.

Thomas C. Koch, 60, was charged Monday with possession of child sexual abuse material, two counts of distributing obscene material to a minor, two counts of luring and two counts of endangering the welfare of a minor, Prosecutor Bradley D. Billhimer said.

Koch was arrested Feb. 12 and charged with possession of cocaine and methamphetamine during a search of his home related to an investigation that authorities did not define at the time. He also was charged with possessing drug paraphernalia that authorities said was indicative of illegal drug distribution,

Authorities also seized Koch's electronic devices, the prosecutor's office said.

On Tuesday prosecutors revealed d etectives had been investigating two cases from out of state where an adult — who they had identified as Koch — was "video chatting and texting in a sexually inappropriate manner," the prosecutor's office said.

One involved a 12-year-old from North Dakota and the other involved a 13-year-old from Sparks, Nevada, the prosecutor's office said.

A search of the devices seized from Koch turned up videos from September 2025 where he had been communicating inappropriately with both juvenile victims, the prosecutor's office said.

Koch remains in the Ocean County Jail, where he has been held since his arrest on Feb. 12, the prosecutor's office said.
