New Chief Financial Officer Hired In Toms River

TOMS RIVER, NJ — Toms River has a new chief financial officer, after the Township Council unanimously approved the appointment of Dorothy S. Gallagher to the position at Wednesday's meeting.

Gallagher, who had been the chief financial officer in East Orange, started working for Toms River on Aug. 12, according to the resolution for her appointment.

Her appointment is through Dec. 31, 2027. Her salary was not specified in the resolution beyond it being within the range of the township's prevailing salary ordinance.

Gallagher replaces Judith Tutela, who resigned March 22 as CFO after three years.

In addition to the resolution approving her hiring, the council approved a resolution transferring the responsibility for signing township checks to Gallagher from Business Administrator Jonathan Salonis, and to Stephen Hensel, the acting municipal clerk, who was appointed to replace Michael Cruoglio, who resigned July 19.

Salonis had been appointed acting CFO after Tutela resigned, and the township hired an outside firm to finish the town's 2024 budget.
