TOMS RIVER, NJ — More than a year after the former Joey Harrison's Surf Club property was purchased by Toms River and the state Department of Environmental Protection as permanently open space, the town and state have reached an agreement on how to manage the site.

The Toms River Township Council is scheduled to approve a resolution Wednesday night for the execution of that agreement, according to the council meeting agenda.

The details of the agreement were not provided with the agenda.

The agreement has been elusive in the months since the former Surf Club site was purchased by the township with assistance from the state through the Blue Acres program — so-named because it preserves open space on the water.

The lack of the agreement has prevented the town from putting the site to use for expanded beachfront for people to go and sit and enjoy being at the beach, which was part of the goal of the purchase.
