Supporters of Strengthen Our Sisters's protest march against DCA's rules for shelters.

DCA's (Department of Community Affairs) rules extending curtailment of shelters in good condition, just because there is unpaid staff, leaving Mothers and children on the streets.  This capricious and arbitrary attitude hurts, not helps, people in need.
