No Decision On Rt. 23 Mixed-Use Application

The application for an apartment and retail complex has been going before the Board of Adjustment for nearly a year.

WAYNE, NJ — The fate of a proposed luxury 232-unit apartment complex on Route 23 was not decided Monday. The Zoning Board of Adjustment did not vote on the controversial application — and will not until at least Sept. 5, more than a year after the application was first brought before the board.

Nearby residents are concerned about increased traffic the complex would bring and the flooding it could cause.

The property is located in a flood zone bordering Pompton Plains and several residents of nearby Sandra Lane are concerned that moving and displacing that much soil will make flooding worse. Officials made the applicant, Galreh LLC, redesign its stormwater management system to ensure water properly drains from the property.

Mark Semeraro, the lawyer representing Galreh, previously said his applicant's plan reduces the 100-, 10-, and two-year floodwater runoff by 29, 46, and 56 percent, respectively.

The nearly-13,000-square-foot retail space has been designed with Trader Joe's in mind. Galreh spoke with several businesses, including ShopRite and Whole Foods Market, about going on the property, but they all said no.

Of the 232 luxury apartments, 112 would be one-bedroom, 116 would be two-bedrooms and four would be studios. Approximately 23 would be affordably-priced.
