Owner of South Jersey Skating Rink Charged With Child Sex Crimes

Jon J. Carlo is charged with criminal sexual contact with a child under 13, among other offenses.

The owner of a South Jersey skating rink has been charged with criminal sexual contact with a child under the age of 13, showing adult pornography to a child and endangering the welfare of a child.

Jon J. Carlo, 47, of Franklin Township NJ, is the owner of the Franklin Skating Center on Delsea Drive in Franklinville. The charges stem from alleged acts that took place between November of 2014 and July of 2015.

He is charged with one count of second-degree sexual assault, said to have occurred Nov. 26, 2014; one count of third-degree endangering, said to have occurred July 8 of this year; one count of third-degree invasion of privacy, said to have occurred Nov. 26, 2014; and one count of third-degree displaying obscene material to a minor, also on July 8 of this year.

The invasion of privacy charge relates to an incident in which Carlo allegedly made a video recording when a child’s “intimate parts were exposed without the child’s consent and under circumstances in which a reasonable person would not expect to be observed.”

A court-approved sex offense restraining order was issued, prohibiting Carlo from unsupervised contact with any minors.

He is incarcerated in default of $200,000 bail.

Carlo surrendered at the Gloucester County Prosecutor’s Office on Monday following a four-week investigation by the office’s Major Crimes Unit.

The investigation began after the office was alerted of allegations that a child had been shown pornography on a laptop computer at Carlo’s skating center. The investigation included search warrants executed at Carlo’s business and residence.

The GCPO investigation is continuing. Anyone with information about Carlo videotaping juveniles, particularly at his Franklinville skating center, is asked to contact Det. Warren Rivell at 856-384-5625.
