Westfield Cracks Down On Unsolicited Circulars, Newspapers

WESTFIELD, NJ — Westfield is taking control of unsolicited circulars and newspapers strewn about on roads, sidewalks and driveways.

"Unsolicited materials can become the cause of rubbish strewn upon the streets and sidewalks of the Town resulting in not only a poor appearance but also in clogging stormwater inlets, placing persons and property in danger of flooding," according to the Town Ordinance.

On Sept. 10, the Town Council adopted an ordinance amending the Westfield Municipal Code to address this concern.

The ordinance declared it unlawful for any person to deliver or deposit any unsolicited advertising circulars, newspapers and other like-printed material without the resident ordering, subscribing or requesting it.

Additionally, the ordinance requires unsolicited circulars to be delivered within four feet of where a resident's mail is delivered.

Fines will also be imposed on these companies if delivery isn't canceled upon request by a resident.

Any person found to be in violation shall be subject to a fine as follows:

• First offense: $100
• Second offense: $200
• Any subsequent offense: an amount not to exceed $500.
