Police Arrest Man Who Shot Innocent Bystander In Bed-Stuy Street

Marvin Joseph has been charged with shooting Franklin Cedano in the chest in Bed-Stuy Wednesday evening, police said.

BEDFORD-STUYVESANT, BROOKLYN — A man caught on camera shooting an innocent bystander in broad daylight has been arrested and charged with attempted murder, police said.

Marvin Joseph, 26, was fighting with a woman on Tompkins Avenue near Stockton Street around 7:50 p.m. Wednesday night when bystanders heard him threaten to shoot her in the head, according to police and the New York Daily News.

A neighbor pleaded with him to stop, but Joseph became enraged, pulled out his gun and shot Franklin Cedano, 58, who had been helping his family move a refrigerator nearby, according to police and the Daily News.

Joseph then fled into the Tompkins Street building where he lives, police said.

Cedano was rushed in critical condition to Kings County Hospital where he was treated for a bullet wound in his chest, police said.

Police caught up with Joseph around 12:30 p.m. Saturday and charged him with attempted murder, assault, criminal use of a weapon and 10 counts of menacing.
