Project in Tuckahoe Making Sluggish Progress

A delay in a crucial report that the Army Corps of Engineers were expecting last week has now slightly extended the time is will take for officials to approve the corrective action that has been taken to secure the stream bank protection plan.

A report that was due on Aug. 7 will now be submitted on Aug. 10, but officials are still confident about the preliminary results, that indicate that the roadway's subsurface has not been negatively impacted by the casings that were driven into the ground.

With the approval of this report, the project is then slated for an eight week time table, at which time Village officials will regain control of the roadway and can begin work to open Yonkers Ave. to traffic.

Hirani, the construction contractor, completed the required subsurface investigation on 1 August 2012. Currently, Hirani’s geotechnical and engineering specialists are finalizing the Subsurface Investigation Report and Corrective Action Plan. The Army Corps of Engineers has also been reviewing the draft data and the preliminary results. 

This allows the ACOE to make up to the minute decisions as to the stability of the subsurface – which is critical to the safety of the project site as well as the structural integrity of the end product. 

To date, preliminary results do not indicate that the subsurface has been negatively impacted except in the immediate areas where the casings were driven into the ground. The ACOE expected this Report on 7 August 2012. 

However, based on delay in receiving some confirmatory lab results, the ACOE now expects the Report to be submitted on 10 August 2012 for review and approval to proceed with the recommended corrective action. Once the corrective action has been completed, the “Stop Work Order” will be satisfied. 

At such point, construction may resume with approximately 8 weeks of additional construction on this project which is designed to provide long term erosion protection of the streambank which helps stabilize Yonkers Avenue. Mobilization by the contractor to conduct the Corrective Action and re-start construction is expected the week of 13 August 2012.
