New Castle Police Department Names New Command Staff

James Carroll was promoted to replace Chief Charles Ferry, who had been with the department 35 years.

CHAPPAQUA, NY — The New Castle police chief, James Carroll, has named his command staff. Lt. Estuardo Pazmiño will serve as Executive Officer and run the Patrol Division, while Lt. James Dumser will head the Staff Services Division.

Carroll has worked for the New Castle Police Department for a quarter century.

That's nothing — when Police Chief Charles Ferry retired at the end of June, he had been working on the New Castle police force for 35 years, and had been its chief for a decade.

"Chief Ferry has served the Town of New Castle with professionalism, integrity and honor," said Town Supervisor Rob Greenstein. "On a personal level, I have really enjoyed working with the Chief over the last 5 ½ years. We’ve collaborated on a number of public safety initiatives including our nationally-recognized “Hands off the Phone and On the Wheel” initiative. Those efforts, including the distracted driver diversion course, will be part of the Chief’s legacy."

Chief Ferry's successor, Carroll started as a police officer in 1993, was promoted to sergeant in 2004 and lieutenant in 2016, and was picked by the Town Board to run the department after Ferry's retirement.
