Retired Cop Helps Nab Alleged Flasher

He and a bunch of canine officers in Mount Kisco on a training exercise assisted with a search.

A retired Westchester County police officer helped apprehend a Mount Kisco man who allegedly exposed himself to a woman behind a local restaurant in the village on Tuesday night.

The incident began at 8:43 p.m. when the man approached a 19-year-old woman in the parking area behind the Cosi restaurant on South Moger Avenue. After attempting to engage the woman in conversation, the man allegedly exposed himself and then fled.

Westchester County Police officers assigned to patrol the village responded along with a contingent of canine officers who were in Mount Kisco on a training exercise. The officers canvassed the downtown area to look for the suspect.

Mitchell Serlin, a retired county police officer and former canine handler who was assisting in the training, spotted a man fitting a description of the suspect on South Moger Avenue near Green Street. He alerted nearby officers who took the suspect into custody.

Divas Vasquez-Ramirez, 30, of Lexington Avenue was charged with Public Lewdness, a misdemeanor.

Divas Vasquez-Ramirez was arraigned in Mount Kisco Justice Court by Judge Mark Farrell. The suspect is being held in lieu of $250 bail at the Westchester County Jail in Valhalla and is due back in court July 30.
