Candidate Maltese for NYS Assembly 12th-911 Storm Emergency Bill

Maryann Maltese, Former NYS Communications Manager with the NYS Legislature, Democrat, Huntington resident will introduce a Bill requiring PSEG and/or Utilities emergency staffers to report to the Precinct and dispatched from there during State notified weather precautionary warnings.

Maryann Maltese has 18 years of NYS Public Service experiences with strong emphasis of Community relations to help residents deal with crisis. Maryann has been a direct liaison between the community and emergency services. Maryann has sat at roundtables discussing ways to improve services and make legislative recommendations to achieve results.

My block was drastically hit this year as well. An electrical line was left active causing fire damages to my property. The response time for such matters should only be 2-3 hours based on the criteria of the emergency. That main wire was left for 14 hours to burn and then an additional 36 hours dangling live-which is unacceptable practice.

On August 1, 2020, PSEG sent out their own Press Advisory advising the public that PSEG is working on their Master Communications Plan to respond to Tropical Storm or Hurricane related emergency responses. Hurricane Sandy was on the worse Hurricanes that impacted Suffolk County and Isaias left another raft of fiery. Each storm presented different challenges-but what is definitely needed is Better 9-11 communications between 9-11 community and the Utility Companies like PSEG, said Maryann Maltese.

This is why-I'm suggesting that the 9-11 Emergency Response bill be introduced-which I will introduce once elected to Albany because this bill will bring a better communications plan, response time and resolve to many of the issues Suffolk has suffered from. The intent of the Legislation will require that PEG staff report to Police Precincts when NYS informs Suffolk of Weather oriented precautions or advisories are issued by NYS. By having PSEG on site at the local precincts to get ready to dispatch when the Storm hits will improve communications between all sectors of emergency services. We depend on WIFI, and telephonic communications in all capacities of life-and if lose connection-then PSEG responders based at the Precincts before the storm is pro-active way to ensure better response times and communications between the responders to manage calls and dispatch units accordingly. This is what Suffolk Needs as most of our electrical capacity infrastructure is above ground not below ground and when a main line crashes due to Storm Activities-it makes it incredibly difficult to respond to which Red-Alarm Fire is precedent or worse-we lose connection, said Maryann Maltese.

Other matters to consider; those Suffolkites who are on life support devices or have handicaps need to advise PSEG of such and by the Consumer advising PSEG-a level of confidentiality between the Consumer and PSEG needs to be respected or the consumer signs off on waiver of such-another bill to introduce in NYS-as that doesn't exist either yet, said Maryann Maltese. This is important not only for Tropical Storm matters, but also when Snow Storms hit the area-which could cause electrical lines to crash down too-and if one is handicap and/or has life sustaining health care devices in their homes-these families need to be first on the list of emergency response times-so having a form filled out be the homeowner on their family situation keeps PSEG informed, said Maryann Maltese.

Maryann faces an Election Law Court Challenge to gain access to the statewide ballot for the 12th Assembly District as this seat is still classified by NYS as a Special Election District for 2020. Maryann's Election Court Challenge filed also surrounds issues with State of Emergency Matters-her time eliminated to petition due to Covid 19 pandemic police orders-social distancing keeping us apart by 6 feet, making it impossible to comply with in-person witnessing of signatures as witness of signatures is in person and email submissions of original signatures by NYS is prohibited, said Maryann

NYS Constitution-Article 6 requires in person signing-and also gives Petitioner 37 days to gather and witness signatures so that Non-Political Party Candidates have access to the ballot. It's this process that supports Primary Process; and is the Pinnacle aspect of our democratic election process-permitting Civilians the ability to run for office. I'm a civilian or as the Constitution of NYS recognizes the Citizen's candidate-and I was denied access due to reduction in time to collect signatures while party candidates received extended time frames during State of Emergency Pandemic orders which is a violation of my Civil Rights and Article 6, said Maryann.

Suffolk County Supreme has denied to hear Maryann's complaint and denied Maryann a virtual hearing on such-now the 2nd Judicial Appellate agreed to hear her complaint of Election Law. I feel very confident in our Judicial System to review my Election law matter and grant me time required by Statutory Measures or grant me access to the line for a scheduled Primary to be scheduled due to the fact that the 12th AD's election is a Special Election district and not required to adhere to General Election Rules.

Maryann Maltese has 30 years of Campaign Management Experiences for State and Federal Members. Maryann received her BA at Queens College in Political Sciences with emphasis on the history of Political Parties and American Processes. I feel quite confident in my court Challenge, and I know that the results of it will impact the way to "spark changes needed for statewide election reform".
