Maltese supports the continuation of COVID 19 UIB

Maryann Maltese, longtime Democrat, candidate of NYS Assembly 12th Assembly District; supports US Senator Chuck Schumer's plea and commitment to extending UIB COVID 19 Pandemic Benefits.

Long Island is still in transition easing back into full swing operations. Many of us, no matter what your classification is; essential, non-essential in terms of workforce is solely based on what one does for a living and the fact is, employers need this supplemental funding in place until the economy is stronger, said Maryann Maltese.

The UIB COVID 19 program. falls under the Cares ACT and can provide between $500-$600 per week to those workers impacted by COVID 19; whether one is quarantined, taking care of a loved one who has COVID19, or been furloughed-another way of classifying someone because business isn't up to speed yet. Social distancing mandates have reduced spacial aspects within businesses keeping employees at distances resulting in the reduction of staffs, but not necessarily laid making eligibility for regular employment impossible. The reduction in hours hurt's employees or independent proprietor where their businesses may not be essential services presently needed and they don't quality for SBA loans. "If this is the case there is no shame in applying for UIB or asking for assistance temporarily to get back on one's feet"; said Maryann Maltese

"Based on traditional language if Unemployment Program, an employee would need to be laid off or let go, but COVID 19 Pandemic has created a host of legalities when dealing with Employers and Employees and the ways in which they have been furloughed or reduced hours equaling reduced wages and are eligible for UIB under present economic and healthcare reasons, said Maryann Maltese. For workers, for independent proprietors where there is no business, through the Cares Act, one may be eligible for UIB Pandemic Covid 19. If one doesn't have wages or enough prior business due to classification of non-essential; then UIB Pandemic can assist them", said Maryann Maltese. I recommend applying as is and letting the agencies advise if one's application is ineligible.

Maryann Maltese, a former Regional NYS Public Employee who has worked with and for multiple Members of the NYS Legislature; guiding and Mentoring the Member and staffs for 18 years. NYS has taken the UIB Pandemic Unemployment Benefit and through its portal explained the ways in which NYS is the facilitator of the benefits through the Cares Act.

Some Residents believe that the Federal Stimulus give backs are the answer; in some cases yes, but Federal Stimulus monies is another type of social service program where the language of each stimulus program can be molded-crafted to meet present conditions. In our present economy under Pandemic Covid 19 parameters; issuance of Federal Stimulus is only a:one-shot deal of unemployment benefits for one month- whereas the Pandemic Covid 19 Extender Bill provides eligible persons with 37 weeks of additional UIB benefits. The one shot Federal Stimulus bill alone without the extension of Pandemic Covid 19 Unemployment benefits is simply not the answer for employees still not going back to work on a full time scale. Employees and Employer again, under present economic and social distancing conditions requires the extender bill in UIB Pandemic Benefits to foster a sense of stability within our communities. If we don't have earnings, then we're not able to buy goods and services-or pay for life's expenses. This is common sense, and right now common sense legislative packages are the answer- but when there is so much going on-it can get lost in translation. If employees, worker are called back to work and don't receive the hours then UIB Pandemic Assistance provides more weeks of benefits until the economy is stronger and gives Employers a chance to get back on their feet too, said Maryann Maltese

"It's a compromise that promotes health and wellness during Social distancing Pandemic", said Maltese. It also encourages respect between Employers and Employees because no one is under rating one's ability of job performance.

If one is not earning wages-then they need UIB Pandemic extender bill in Congress to pass; otherwise, we're going to see mass unemployment and homelessness around our communities, said Maryann Maltese. Sometimes we need to hear about the unpleasantness of restarting up the economy in small phases throughout NYS; and if the reasons employees aren't being productive is not due to their own fault-meaning meeting sales quotas which is primarily due to Pandemic Social Distancing Downsizing, or has No present viable full-time employment opportunities with benefits or continues to be furloughed or reduction in hours and as we call it in NYS-becomes Displaced homemakers-then eligibility and the NEED for extender bill language under the Cares Act is warranted. The Passage of the UIB Extender Bill is the answer to the present situation especially as we're in the beginning stages of the 3rd Quarter and workers are still displaced.

NYS is the facilitator for the UIB benefits-and if one is ineligible, then a person can apply for Temporary Assistance with NYS and their local county Social Service Agencies. These programs, Temporary Disability Assistance, HCR Pandemic Covid 19 Rental Assistance Program and SNAP, were also created to fill in the blanks as a safety measure especially during Pandemic State of Emergency social distancing police orders have not been lifted fully. "It's a State by State Emergency Order being called presently and in NYS we need to remain focused on what that means for us", said Maryann Maltese

During the 911 Terrorist Attacks which transitioned into State of Emergency Crisis Management for a long time-NYS was the Federal Government's 47-48 state out of 50 on the list of priority to receive federal funding. It was us, and our people as NYS Public Employees that pulled "New Yorkers from the ashes" , created or enhanced NYS Social Service Programs and rebuilt NYS-we ensured people impacted had assistance. Maryann Maltese is one of those Regional Planners that was on the frontlines for NYS as an NYS Public Employee with the NYS Legislature, and now has turned candidate for NYS Assembly #12. The Election for the 12th AD is not finalized yet; as my Election Law Court challenge to get on the ballot is still pending with 2nd Judicial. The reasons being-my time to delegate was unconstitutionally reduced while party candidates received unlimited extensions of time and/or rescheduling of elections (Village and School Board) to either meet state requirements or to provide healthy opportunity of a scheduled election or rescheduled one. A citizens right to be on the ballot under Article 6 and the Voting Rights Acts of 1964 and 1965 was unconstitutionally eliminated by EO 202.2 and elimination of such-is not broad based interpretation within the meaning of the State constitution and no Executive-No Governor in NYS has the authority to eliminate or stop access to the ballot under the Voting Rights Acts of 1964, 1965, said Maryann Maltese.
