District officials had this to say on the website:

The proposed HCSD Facilities Improvement Bond Referendum passed by an overwhelming majority on October 18, 2016. The referendum, which will allow for improvements at no additional cost to taxpayers now or during the duration of the repayment of the bond, was approved by over 80% of the 2,107 voters. The proposed Facilities Improvement Bond will address pressing needs to repair aging buildings, improve health and safety conditions in all six of our schools, accommodate growing enrollment at Harrison Avenue School and Parsons Memorial School, and support programmatic needs at Harrison High School.
The Harrison Central School District wishes to extend its deepest gratitude to the Harrison community for its continued support.
