Strangulation Arrest After I-95 Domestic Violence: State Police

A Pennsylvania man was taken into custody after troopers were called to a violent domestic dispute on the New England Thruway in Harrison.

HARRISON, NY – A man was arrested for strangling and beating a passenger in what police are calling a domestic violence incident that played out on I-95 in Harrison on Sunday evening.

The events unfolded just before 7:30 p.m. when state troopers were dispatched in response to a 911 emergency call about a domestic disturbance occurring on I-95 southbound. New York State Police say Steven S. Silva Lugo repeatedly struck a passenger in his car "causing multiple contusions and scratches on the passenger’s arms and neck," before eventually pulling over to the side of the busy highway.

While on the shoulder of the New England Thruway, both Silva Lugo and the passenger continued the physical altercation outside of the vehicle, prompting other motorists to call police. The 34-year-old, Henryville, Pennsylvania man is reported to have strangled the passenger to the point the passenger momentarily lost consciousness. When a witness stopped to help the victim, Silva Lugo is said to have driven away.

Later Sunday evening, troopers made contact with Silva Lugo who voluntarily responded to the State Police barracks in New Rochelle where he was arrested and processed.

Silva Lugo was arrested for felony strangulation and a misdemeanor reckless endangerment charge. He was transported to the Town of Pelham Court where he was arraigned and remanded to Westchester County Jail on bail. He is to scheduled to again appear before a Town of Harrison Court judge on September 28.
