Flood insurance rates exhorbitant

I had water in my basement after the storm. I submitted a claim and received a reimbursement (about 7,000).
I had a previous claim in 2005. As a result my premium went from $403 to $1,960. I paid this year but of course the premium is not sustainable as I am retired. I bought a generator.
