
Terrorism (on civilian targets) is a type of warfare used by an enemy. Starting a war on terrorism is an admission that you have not identified the enemy. If you have not identified the enemy, you cannot win and it is impossible to identify your goal.
The purpose of terrorism is to create fear. Terrorism can not be eliminated. Terrorists are weak. If Terrorists were strong they would destroy you.
A policy to eliminate terrorism will weaken the US. A clear foreign policy is required. The starting point of foreign policy is basic---make sure no other country can destroy the US.
