WESTCHESTER COUNTY, NY — A Yonkers resident is accused of luring someone in the Bronx into a car, tying them up and demanding a ransom at gunpoint. Owen Drain, 35, is charged with kidnapping, which carries a maximum sentence of life imprisonment.

In the indictment, prosecutors said Drain, also known as 'Whiteboy' and 'Tommy,' "seized, confined, inveigled, decoyed, kidnapped, abducted and carried away and held for ransom and reward and otherwise" the victim on Nov. 19, using a cell phone to get the victim into a car and using zipties as restraints.

Drain was arrested Thursday.

"As alleged in the Indictment, the defendant kidnapped a victim in a car at gunpoint," U.S. Attorney Geoffrey S. Berman said in an announcement about the arrest. "Thanks to the outstanding work of the FBI and the NYPD, the defendant is now charged in federal court for this extremely serious crime."

The statutory maximum penalty is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendant would be determined by the judge.
