NYC Senior Centers Struggle With Broken Elevators, Failing HVAC And Aging Kitchens

Council oversight highlights urgent repairs and ongoing costs at older adult centers across New York City.

NEW YORK, NY — The New York City Council’s Committee on Aging and Subcommittee on Senior Centers and Food Security reviewed the physical conditions and repair needs of older adult centers. Many centers struggle with broken HVAC systems, deteriorating floors, malfunctioning elevators, aging kitchen equipment and transportation vans in need of repair.

In October 2025, the Council allocated $5 million to a first-of-its-kind capital funding initiative to maintain safety and accessibility at OACs. During the hearing, the Committee examined additional capital improvements, the current Capital Commitment Plan, and steps the Department for the Aging (DFTA) had taken to speed infrastructure upgrades and equipment installation.

The Committee also reviewed legislation to expand meal access for older adults:

  • Introduction 238 (Crystal Hudson): Would require DFTA to create a grab-and-go meal program at OACs, with daily meals available for pick-up and posted notices informing members of the program.
  • Introduction 280 (Linda Lee): Would require the home-delivered meals program to provide at least one meal daily, seven days a week, for authorized older adults.

  • Home care: $35 per hour
  • Independent living: $3,400 per month
  • Assisted living: $6,195 per month
  • Memory care: $8,250 per month

Costs rose across all major care types from 2025 to 2026. Floor plans and service levels further affect pricing: one-bedroom assisted living units cost $900–$1,200 more per month than studios, with two-bedroom units commanding higher premiums. Memory care pricing varies with staffing and security requirements, while home care costs depend on hours and services provided.
