UPDATE: More Details on the Compromises: Rockland's County Exec, Legislative Chairman
A meeting of the minds on the sheriff's deputies' contract, funding for local nonprofits, a bridge loan for local taxes and sale of the Sain
UPDATE: More details of the compromises:
- Settlement of a contract with deputies in the Rockland County Sheriff's Department. These members of law enforcement have been without a contract for six years. The contract covers the period 2011 to 2016 and includes a retroactive 2 percent salary increase each year for 2014, 2015, and the first half of 2016, and a 3 percent increase for the second half of 2016.
- An agreement to fund community benefit organizations for the rest of the year. These 32 organizations, which include Cornell Cooperative Extension, Child Care Resources of Rockland, Association for the Visually Impaired, and Big Brothers Big Sisters of Rockland, among others, received half of their funding, $673,941, in January.
- An agreement to go forward with the Tax Anticipation Note, or TAN, that we pass every year. This is a $60 million note that acts as a bridge loan so we can pay school districts, towns and villages the taxes that they have levied. Without this note, our schools, towns, villages would grind to a halt.
- The issue of the future of the county-owned Sain building will also move forward, with a discussion planned for a special joint meeting of the Legislature's Planning & Public Works and Budget & Finance Committees.
NEW CITY, NY — At a joint press conference, Rockland County Executive Ed Day and County Legislative Chairman Toney Earl talked about compromises between lawmakers and the administration on issues that have created a lot of bad blood.
The Legislature and the administration have reached a compromise on funding a new contract for the county's sheriff's deputies' union. They've been without one for six years.

They have agreed to fund all the local nonprofits including those cut out of this year's budget originally.
They have apparently found a path forward for selling the Sain Building, the eyesore that Day's been trying to get rid of and over which the lawmakers have thrown roadblock after roadblock.

And they've reached a compromise on the Tax Anticipation Note that annually acts as a "bridge loan" on behalf of the county's towns and school districts.
The symbolism of holding a joint news conference in the lobby space between the offices of each branch today was not lost on those present.
"It took a lot of people working very hard," Day said at the press conference, which was streamed live on Facebook. He said with the compromise, the county's finance officials have "the necessary comfort level" that the last group of nonprofits can be funded without plunging the county back into fiscal disarray.
"Today is a good day; it's a good day for Rockland County government and more importantly for Rockland County residents," Earl said. "It's been a long process and there may be a few issues as we move forward but I am confident we can move through them."
Earl said he wanted all the lawmakers to remember this day and how important it is "to return to the table, to communicate, to compromise, to reach a conclusion that will benefit the residents of Rockland County."
